Update Logic Rules for Error 7193
Update Validation Error 7193 to only throw if there are students in grades 7-12 enrolled. If a school serves those grades, but has no students in those grades enrolled, it should not throw since it does not apply to that school for that school year (you can't enroll a student in those grade levels in a WL course if you have no students in that grade level).

State statute, as you are likely aware, requires that students have access to regular standards-based world language instruction in grades 7-12. They are not required to enroll. The spirit of the law is to recognize and support world language education as a component of a well-rounded comprehensive education preparing all students for college, career, and community. It is highly unusual for no students at a given grade level to have an interest in and elect to enroll in the district’s world language program.
The WISEdata error serves as a reminder to districts of this statute and to support districts with program design for equitable and sustained access to world language learning.
There are no scoring implications of this data related to school report cards. The error may be ignored but remains a signal of an area warranting consideration.
