Open Enrollment
Shorten the time period for open enrollment applicants to report to the nonresident school district prior to the Third Friday Count. Nonresident school districts, especially the virtual schools, need to get students in school at least one week prior to the September count and claim them, so they're getting an education and they aren't truant. If they can't get the students "in," this would give resident school districts an opportunity and time to get the student in school.

Merge "alternative" open enrollment student applications with "regular" open enrollment student applications so all are on one tab in OPAL.
