I suggest the WISEid system...

Entity ID shouldn't be in the file upload, if my district cannot load it.

Though Entity ID can not be saved into WISEid from an agency load, it can be used for matching purposes. If you attempt to match to a staff member with a different entity ID than supplied in the file upload, then a warning will be generated.
